Vermont Bond Bank. Conduct pipeline and loan product design analysis for nonprofit-owned universities, K-12 schools, and hospitals interested in financing clean energy projects. 2024.

Massachusetts Ratepayer Advocate. Advise on optimization of utility ratepayer-funded interest-rate buy-downs in flagship energy efficiency financing program. 2024.

​

Lawrence Berkeley National Lab/U.S. Department of Energy. Subcontractor to financing staff at U.S. Department of Energy State and Community Energy Program (SCEP) division. Produce national survey reports of best practices in energy efficiency financing, technical guides on financing transaction structures for energy efficiency projects, and trainings for building and financing staff to implement financing strategies supporting energy upgrades. 2013 – Present.

Vermont Public Service Department/Efficiency Vermont. Assisted in development of Vermont Clean Energy Finance Report.  Advised and contributed to the development of energy savings guarantee programs in both the small commercial and residential sectors, in coordination with the state’s energy efficiency program administrators. 2017-2020.

California Alternative Energy and Advance Transportation Financing Authority (CAEATFA).  Provided technical assistance on development of statewide energy efficiency financing pilots. 2016 – 2018.

​

California Public Utilities Commission. Technical advisor on California’s portfolio of single family, multifamily, and commercial financing pilots. Led review of proposed on-bill financing tariff language and advised on program implementation. 2014 – 2018.

Connecticut Energy Efficiency Board. Financing Consultant to the Board overseeing the state’s energy efficiency programs. Work closely with utilities, Connecticut Green Bank, and Department of Energy and Environmental Protection to develop, implement, and oversee financing programs to further the state’s overall energy efficiency objectives. 2012 – 2018.

New Jersey Board of Public Utilities. Lead financing consultant to Board overseeing New Jersey’s energy efficiency programs as part of team overseeing design and implementation of those programs. 2015 – 2018.

Natural Resources Defense Council. Advised and drafted comments on the launch of the New York Green Bank and the role of financing in New York’s “Reforming the Energy Vision” and “Clean Energy Fund” proceedings. 2014 – 2017.

​

Natural Resources Defense Council. Advised and drafted comments on the development of single family and multifamily energy efficiency financing options in Maryland. 2015.

 

Vermont Public Service Department. Contributed to program design and implementation of successful residential energy efficiency financing program offering income-based interest-rate reductions to encourage energy efficiency and clean energy improvements. 2014 – 2018.

Connecticut Fund for the Environment / Environment Northeast. Developed comparison paper of seven prominent residential energy efficiency financing programs across the nation, analyzing ten key elements of residential energy efficiency financing program design. 2012 – 2013

Regulatory Assistance Project (RAP).  Principal author on Ten Pitfalls of Potential Studies, a national review of over 25 energy efficiency potential studies identifying challenges in conducting and interpreting such studies. 2012 – 2013.

​

Low Income Investment Fund. Implemented a $3 million Green Opportunity Fund (“GO Fund”) pilot program for energy and water efficiency retrofits in charter schools and community facilities serving low-income neighborhoods in the Los Angeles region. 2009 – 2011.
